An outline is a collection of the points you're going to hit in your discussion of the topic, which are usually organized into categories that will eventually be full paragraphs. In the meantime, outlines are usually just jot-notes and bullet-points. If you were writing about road repair, in your outline you might discuss how roads get worn down or damaged, the weather and materials considerations when planning repair, the hiring and firing of work crews, and the effects of neighbourhood advocacy groups on how the work gets prioritized across the city. Under each of those headings, you break down what you're going to say about each. Outlines are pretty flexible, and it doesn't matter if you deviate from it in the final essay. What your teacher is looking for is proof that you're thinking about the essay and about what direction you might take it in. Basically, just think of five or six things you could say about the topic, then five or six things you could say about each of those. Just do it off the top of your head and you should be finished in a half-hour.

Do you mean help with formatting? Or the actual topics of your outline? For formatting (because it would take a while to explain), try searching around on Google. For main point suggestions, try gathering and studying all of the material that you can find on "bullying"--then figure out where you want to go with it. Maybe write about the effects of bullying. You would introduce it with a short paragraph, stating that you are going to briefly examine the effects of bullying. Then you would pick out maybe 3 main effects to be your main topics of discussion: 1. Bullying kills Confidence; 2. Bullying creates Problems; 3. Bullying breeds Bullies.

If you're planning to write a novel, you probably have some experience writing and know whether or not outlines generally work for you. Maybe write down some of your ideas and figure out roughly where to put them, but don't let yourself get bogged down and limited to your outline. Leave plenty of room for creativity, and don't be afraid to scrap your initial ideas for better ones that come along as you write.
