Question: so i go into a cafe/bar, get a cup of chinese red wine, a bottle of tsingtao beer (it's like budweiser in china), and some tea... i get charged over 180 USD for it, they switched the menu that they showed me initially with the one with the exaggerated price, and some burly looking fellows that shoot over menacing looks. i tried talking with the police, but they seem uninterested/not understanding english/acting like they don't understand english. bank of america just kindly sent me an email about writing up a letter citing a "billing dispute" instead of straight-up fraud. I know it's in another country, but are these really my best options and what is the likely result? Thanks.

Yes, no matter what obstacles you're having with getting the law's attention, you should file a dispute at your bank ASAP. The bank will perform their own investigation and credit your account if they find or determine there is a problem.

Jason D, has the best answer, you have already done your homework, by contacting them. I would suggest you ask them for another credit card, if they haven't given you one already. I would make a police report, just to be on the safe side, since the credit card wasn't physically stolen, just used online. I wouldn't necessary volunteer information, if they do an investigation, they will find out who stole this information, it all depends on the credit card company, how they(their investigative dept.) will handle this. I know you tend to want to find out all you can about this, and I know you feel violated, but you should let the professionals handle it. Now what I would be wondering is , do you know anyone that knows this person that stole your credit card number? I'm wondering how she got it? That's the real mystery?

If you're still worried about the stolen credit info, you can put on fraud alert for 90 days through Trans Union Fraud Dept. Their toll free # 1-800-680-7289. They will notify the other 2 bureaus for you at no cost. It has to be renewed every 90 days

You've alrady contacted your credit card company and they have credited your account. I presume that part of that was also cancelling the account and issuing you a new number. It is up to the credit card company to pursue legal action against the person who use fraudently used your credit card.

yes you should and cancel the credit card even though they stopped it. The numbers possibly out there now so just have them send you a new one or cancel the acct. Then just talk to the police and see what they would do.

I had an Orchard Bank card when my credit was crap. The finance charge and annual fee are two different things and both are spelled out in the disclosures before you sign for the card. Don't blame them because you didn't do your homework!

The Orchard Bank cards are good for people with no/bad credit to help them rebuild their credit. It's basically impossible for someone with bad or no credit to get one without an annual fee. The best thing they can do is get one with an annual fee and keep trying for ones without till they get one and then cancel the Orchard one.
